Please explain your issue is in as much detail as possible.
achievements were unlocked by mistake because of a mod downloaded in the game, uninstalling everything including mods and folder containing the settings, with each new install and at the second start of the game the achievements are unlocked, noticed in my paradox account the succès are enabled, steam is linked with paradox account, I think I have to reset my achievements in my paradox account for this game.

Can you replicate the issue?
yes after a new install, and the second start of the game (with steam success set 0)

Achievements are entirely managed by Steam, they are nothing to do with your Paradox account.

I guess if a mod can enable them it can disable them too ... !

The achievements are stored in a blacklisted table: AccountStorage which mods can't access (the func to unlock achievements isn't blacklisted).

I'm not a problem to reset steam's achievements, in the game I have deactivated the paradox account and the game is no longer linked to the paradox account.
And I am no longer this problem, but the disadvantage is that the game is no longer connected with paradox!
in steam there are 70 achievements for this game and when I am logged into the paradox account, steam activates all the successes listed in my paradox account with you, the fifty that are validated under the game and achievement tab, the 20success own to steam are well reset.
So, I can update the steam achievements, but not the ones recorded here.
Well it's my fault, downloading mods carries risks, When I was logged into the game, I reported the mod on the game's paradox download page, at least the one I think is at fault.
I remember the name listed "flower", I thought it added flowers , Nothing was indicated in detail just "TA", I should have been wary.
Thanks for the support, I will use the steam workshop if I like a mod, I only use Cosmetics mods (skin logo etc.) in all my games and not those that touch the parameter.

You can temporarily bypass the blacklist and remove them from AccountStorage, it just takes a bit of mucking about. I should have some free time this evening if you want: ChoGGi#9210

It's good I found the game config I had before this mod unlock success, I used the steam workshop to retrieve the mods concerned (the good ones of course), and I started from scratch a new save game, in doubt I overwritten the old steam cloud backup with the new one, I lost a savegame of more than 111 sol, but it doesn't matter.
I'm going to go quietly when I have unlocked all the achievements I will reconnect the paradox account with steam, well that's actually 50 to succeed...
It's going to be a long time it's the game!!!

I have your mods as well as other people (silva) put in favorite in the steam workshop, When I finish the game I will test mods a little more advanced.
