Please explain your issue is in as much detail as possible.
Tourists are not leaving. Tourists have camped out in a dome that is some distance away from the arrival and departure point of rockets (nearly the farthest one possible in my game) and even after being evicted, they refuse to leave. I'm assuming that the fact that shuttles are not transporting colonists AT ALL (I've tried having shuttles set to both all and to colonists only, neither options causes shuttles to carry colonists, passengers, etc.) has a hand in this.
Additionally, regarding shuttles, I tried having separated domes (living arrangements in one dome, factories in another, research in another, etc.) and having the shuttle service carry colonists between domes, and this resulted in a failure as well, shuttles are ENTIRELY ignoring passengers, regardless of the cargo type option. Additionally, if you have a depot somewhere, with desired capacity at max, and a storage elsewhere with the same setting, the drones will favor storing in the storage, and leave the depot empty - I've had colonists die because the shuttles refused to supply food to the depots that the drones take from to feed the dome..

Off-Topic:
I'd like to suggest a feature - fine-tuned priority. (Instead of 3 priority levels, 9+)

Can you replicate the issue?
Although I'm quite certain that it can be replicated, I'm not willing to go through 2 real-life days of gameplay in order to get resources, research, etc. in order to replicate the issue, however I've had this issue on previous saves as well.



Update:
After saving and restarting the game three times, the colonists just kind of appeared on the outbound rocket. Not sure how this happened - they were in the dome before saving and quitting, then on the rocket after reloading, no time had passed.

Screenshot is an image of a tourist that won't leave. They are, additionally, just running in circles in the dome that's visible after being evicted from their housing. Also visible, is the fact that there is a rocket present, and waiting.

No, no mods. However, I listed the wrong launcher - I have the Epic Games version, not the Steam version. Until you asked this, I didn't even realize that this game could be modded.

The affected save is gone. As I said, when I closed the game and then loaded it back up a few times, the tourist was magically on the rocket and ready to leave, no longer running around in circles like a moron.
As far as the shuttle issues go, it's affected all games, both in creative and normal modes, so there is no applicable save for that matter. Based on google and reddit searches, I'm not the only one with shuttle related issues that reflect my own.
(Speaking of, what caused me to notice that shuttles won't bring colonists between locations is the fact that their home has to be in the same dome as their work, or a dome directly attached to the dome that they work in - if there is a 3 dome string attached by passages, this will also result in working at one end not being possible for one that works at the other end...)

Edit:
Update regarding the shuttles not providing food when domes need it - They will even go out of their way to take food away from the domes when said domes have a capactiy=max on their depot. This means that the shuttles are, in the larger picture, intentionally killing colonists.
