White pixel clusters shimmer on ground map

Please explain your issue is in as much detail as possible.
Small clusters of white pixels appear all over the map on flat areas. They change shape, causing flickering.
They look like a graphics glitch; they still occur when zooming in, indicating they aren't part of the actual texture are a bug.
This occurs on Ultra, Low, and Auto-detect (High) graphic presets.

Can you replicate the issue?
Yes, every load and every new game has the same issue.
