Is there a way to do this with a steam version? Or atleast a way to patch it through?

I am fairly sure it would not work, but try setting the language number in settings.cfg to 9.
... Was quite sure to remember that european and far-eastern versions are mutually incompatible, though, notably because the (hardcoded) text rendering method does not support much outside of latin characters. Note that the russian translation is all transliterated.
Not aware of a means to switch the language from Steam's side, other than setting the Steam language itself - if you can switch Steam to japanese and then install the game, that should produce the japanese version if available.
- But if you succeeded: No (non-japanese) mods and quite probably problems with any patch beyond 1.07. It's probably not worth trying.
