You can create the tech with 0 weight and a low cost and then create a start-up event that will give the player progress in that research for the amount it costs.
The player will probably still have to research it, but it will finish immediately.
This weighting method is what I was thinking with my question. There may be a better way that directly turns a tech off from the AI but I don't know that command and it would take some experimentation to see if it really worked.
