Do some nations advance quicker than others in technology? I am playing Portugal right now in the GC, and although I am doing extremely well, my land tech is still at level 6 at 1600.... I have been investing alot of money into techs, but I still seem to go very slowly.

Maybe you should try increasing your income from trade. This is the best way to get techs faster.
