I believe that you do not build terrorist cells but that if your crimefighting budget is small terrorist cells will spring up in your nation and cause trouble. They are like rotten bouroughs and other crime and province modifiers.
This is correct - rather than being able to construct terrorists, you might end up confronting them when your people get suitably "crimey". Dangerous ideas are spreading...
