first i'm sorry if it was brought up before but i have to say it:
this thing continues to happen even in the newest betas - nov.
the Duchy of Atholl, I usually take over Scotland with England, and give some money to help the poor duchies develop. However, in 5-5 of my games, the duchy just never never never builds anything. it has like 2000-3000 gold, and won't build even a fishery. Why is that happening ?
and this contiues on a large span, like 200 years or so. not just in the beginning (1066 scenario).
