I've almost finished USSR OOB, and since war in pacific is almost only Island hopping campaign, I think it's not so important if it's historical or not, just copy the 1944 OOB and all islands excluding home islands and okinawa to USA, then it will be quite realistic/historical. BUT, it's very hard to make USSR OOB since I've only found info like xxx. army corps, never xx. divisions. But I understand why, wasn't normal Soviet division only some 3000-6000 men. Maybe we even could make Soviet normal unit names like xx. Corps, not xx. division?
If i remember well the Soviets used the bineary system for their divisions (2 regiments) while the Germans used 3 reg per div.
