I can't reproduce this. I tried both a run file with kill_ruler = yes and the console command event 9452 and both ways triggered the election event in Florence(Italian Signoria), Ragusa(Plutocracy), Madyas(Oligarchy) and Venice (Venetian government).
Can you try to start a new unmodded game as one of these countries and use the console command event 9452 and select the first event option? If that kills the ruler, it might be a mod which messes with it. Maybe the election events are bugged in the mod, so that they can't fire. This would prevent the ruler from dying, because a republic only gets a new ruler via these events.

Hello there! Thank you for the report. It unfortunately wasn't clear what the issue was. kill and event 9452 commands work properly in republics case. Whereas I need more information about kill_ruler = yes command because it does not exist in game. Could you provide more information and if possible a way to reproduce the issue?

kill_ruler = yes is a command used in scripted effects (line 402 in the version I have. The kill_ruler = yes command as well as the kill TAG cheat code both say the ruler is dead, but do not remove him from office nor cause the death_election on action to fire so he stays in office. Also noticed today, that at the end of ruler term, the election mechanics aren't firing, it is just resetting the rulers term to a new one.
