The whole world went MGTOW

Description​

Massive, game breaking bug. It invalidates the whole game purpose.
Nobody (AI) gets married and has children anymore. Every single AI character stays single, grows old and dies without any heirs.

Steps to reproduce​

Started a new game after the latest (1.10.0 Quill) update.
Played a while (about 20 years).
Checked the other neighbouring rulers.
Noticed nobody is getting married anymore.

Has this been confirmed? I had one guy of 15 neighboring rulers get married. He was had the Lustful trait and had several concubines.
