I have seen the computer create claimes at random and then start a war over it. Does the same hold true over long distances? If so would giving France claimes in the Holy land make them go there and wage war?

So that would work if your claim is on a catholic or orthodox.

I think the idea was to give all sorts of rulers a claim on Jerusalem, hopefully forcing the AI to get off its arse and actually go crusading.

Indeed it was. Not necessarely limited to the Holy land of curse, all kinds of places needs to be conqured, north Germany (by Danmark and Germany (or rather one of the dukes)), finland by Sweden and of curse Spain by a number of nations
