the level of homeless to be reflected in the stats, and to be able to house the homeless

Actual Result​

I have thousands of homeless in every park. The data shows there are no homeless. When you select many of them they are healthy, content and often wealthy. I spammed a massive housing estate, but cant shift them. I get new people from outside move in, but the homeless just increase exponentially.

The homeless do not appear in the stats - yet there are thousands in every park. I have unfilled houses, and new people moving in, but the homeless are just sat in a park. Most of them are fairly happy, have a Job and are apparently wealthy, so i have no idea.
I disabled the homeless in dev mode, and then used the remove homeless option, but they don't move and they still increase.
The game is simply becoming unplayable. I keep coming back in the hope it will be sorted, but every supposed update breaks it further.

Secondary issue, but possibly related to the homeless one, thousands of unemployed, but many companies not at full employment.
I have tired so hard to like this game - but im a bit fed up now. You try and make a good city, and then it dies, so you start again, and again, and again.
Ive stopped making nice cities, and just build to see if it works.

I have the same problem. The park in the screenshot is packed with homeless people. However, the stats say I have just a few.
Just click in the park people, and you will see about 9/10 are a homeless person. Same as OP, I have houses unfilled, jobs unfilled, but they do not seem to seek employment or to leave. Sometimes they move to another park to do an activity (in my save, typically is the castle).

The strange thing, is that sometimes they leave in mass the city. Then it becomes a horde of homeless walking to the map exits or collapsing my public transportation.

Paradox, I love your games, I love CS, I want to love this game, but this is getting ridiculous.

Yes, the when you select them it says they are homeless.

And it also happens in a new savegame without any mods installed? Make sure to create the new savegame after removing all mods, otherwise the save game is still modded.

This city was started after the update.
I had to start a new one as along with many others i couldn't log on the game without it crashing.
Haven't played without mods - but the game is awful without them and i wouldn't play it.

Sorry, but then we can't make sure it's a base game bug, and it's most likely related to one or multiple mods you are using. Would you be comfortable sharing a mod list? I might know some of them to cause simulation issues.

I suspect all aboard, postal helper, or realistic workplaces mighjt be the issue with your save

Thanks - i shall remove those and see what happens.
They aren't used by others who have posted on the issue though, but i will give it a shot and see what happens

Hadn't really noticed before, but these homeless dont set up tents or anything.
They just stand around, go to work/school etc, remain relatively happy and then move to another park - they cram themselves in there but just stand around, "spending free time"

I've removed the three mods you suggested, loaded the game and have left it on full speed.
Lets see what happens

Removed the mods, left it running, then realised why the game is unplayable without all aboard as i greated a monster traffic jam as trams and busses clog the stations.
Following that, just for testing sake, i deleted all the citizens and vehicles, which made my vehicles run again.
Having left it running for near enough an hour, rhe result is plenty of dogs stood in parks - when you select the dog, it will show the family it belongs to. If it has children, they are in school, but the parent essentially is now just a blue location finder in the park, the physical person has disappeared, but the location shows as if they are i a building, and the dogs just wait with them like they do, its just you now cant see the physical person.
There are also now more homeless joining the the parks - even though ive disabled homeless and deleted them.

Around 220k.
Has 0 residential demand because it says i have empty/abandoned housing stock.
Which is true, plenty of homes for them to live in, they just like the parks.
If you watch it a bit longer, the cim appears, goes to work, and sometimes comes back to the same park. At that point they reappear and stand around with the others.
