I have the same problem. The park in the screenshot is packed with homeless people. However, the stats say I have just a few.
Just click in the park people, and you will see about 9/10 are a homeless person. Same as OP, I have houses unfilled, jobs unfilled, but they do not seem to seek employment or to leave. Sometimes they move to another park to do an activity (in my save, typically is the castle).

The strange thing, is that sometimes they leave in mass the city. Then it becomes a horde of homeless walking to the map exits or collapsing my public transportation.

Paradox, I love your games, I love CS, I want to love this game, but this is getting ridiculous.

Are you sure these are all homeless people and not just cims visiting the park?

I have thousands of homeless in every park. The data shows there are no homeless. When you select many of them they are healthy, content and often wealthy. I spammed a massive housing estate, but cant shift them. I get new people from outside move in, but the homeless just increase exponentially.

The homeless do not appear in the stats - yet there are thousands in every park. I have unfilled houses, and new people moving in, but the homeless are just sat in a park. Most of them are fairly happy, have a Job and are apparently wealthy, so i have no idea.
I disabled the homeless in dev mode, and then used the remove homeless option, but they don't move and they still increase.
The game is simply becoming unplayable. I keep coming back in the hope it will be sorted, but every supposed update breaks it further.

Yes, the when you select them it says they are homeless.

And it also happens in a new savegame without any mods installed? Make sure to create the new savegame after removing all mods, otherwise the save game is still modded.

This city was started after the update.
I had to start a new one as along with many others i couldn't log on the game without it crashing.
Haven't played without mods - but the game is awful without them and i wouldn't play it.

Sorry, but then we can't make sure it's a base game bug, and it's most likely related to one or multiple mods you are using. Would you be comfortable sharing a mod list? I might know some of them to cause simulation issues.

S0mEPeoPLe posted the same issue on the 5th of July and some saved files and a list of the very few mods they use - i think just all aboard and one other mod​

I suspect all aboard, postal helper, or realistic workplaces mighjt be the issue with your save
