Too many non-shared sectors will cause the game to freeze

My prison had more than 1000 sectors that were non-shared access (min/med/max sec). By that point the game was freezing for about 30 seconds at a time, being frozen almost as often as it was not. Finally I reached a point where it would crash. I eventually realized that if I put most of the sectors back to shared access, the freezes no longer occurred. Hopefully this will be helpful to others!
