TPs count in research penalty

Its not in the manual, but as far as I can tell neither tps, nor colonies (cities less than 700 people) count towards the tech 'penalty' - which is just the total amount of research divided by number of provinces.

Give it a try though - look at how much you need to go up a level, than form a tp/colony, than check again and see if it goes up, keeping in mind the game normally updates things like that at the end of the month...

Correct, only Cities counts (check tech research in my Beta FAQ).

Try with plain Mozilla instead. It's a much later build (which works much better) and it doesn't have that crappy AOL either =)

Get the 0.8.1 version (the nightly builds can be somewhat erratic occasionally so don't mess with them).
