OIB 1.9.7 – "Transfer Subject" war goal has no effect

Description​

In the Opt-in Beta 1.9.7, the "Transfer Subject" war goal appears to be broken.

I played as the East India Company and declared war on Burma with the goal to transfer Shan.
After full occupation and capitulation, Shan remained a subject of Burma — no diplomatic or political change occurred, despite the war goal being listed as enforced.

The issue is consistently reproducible.

I also tested this by starting a war as Brazil to transfer North Peru from Bolivia.
Then I switched to Bolivia and pressed the Capitulate button.
Once again, nothing changed — North Peru remained a subject of Bolivia.

This confirms the bug occurs in both offensive and defensive wars.

Steps to reproduce​

- Start a war with the "Transfer Subject" war goal targeting a subject of another country.
- Win the war or force the target to capitulate.
- Observe that nothing happens — the subject remains unchanged.

Summary​

Transfer subject war goal is not pressed upon enemy capitualtion

Description​

In multiple wars through my playthrough I put war goal Transfer subject on Britain or Portugal(British Raj, British Niger, Canada, Portuguese Congo, Portuguese East Africa among some) but when Britain or Portugal capitulated said subjects weren't transferred. Even if transfer was initial war goal of the war, but also when it was secondary or when Britain join to support some other country and I put transfer as war goal on them. Also occupation of said territories didn't matter because at first I thought it was because I haven't occupied those subjects.
If needed I can upload on of the older saves

Steps to reproduce​

1. Declare war on Britain where Britain would join or directly
2. Add war goal to transfer Raj, Canada or Niger
3. Make Britain capitulate

yes, I also had the same issue.

I used Spain. When I tried to annex my puppet, Scandinavia acted against me. Then, I added several war claims in diploymatic play.
1. occupied East Norway, Lower Egypt
2. transfer several puppets to me.
3. make its puppet independence

Issues
1. During the war, after I successully annexed my puppet and almost conquered the whole Scandinavia, Scandinavia was willing to cease fire but the original player didnt exist (puppet was annexed by me), the war must continue to the end.
2. After the war, I got all territory claims but subject transfer disappeared and its puppet was not independent.. The subjects were still held by Scandinavia.

yes, that happened to me too

I played for the USA and used it on Spain - Transfer subject (Cuba)
- Liberate Subject (Philippines)
Spain capitulated but Cuba and Philippines are still Spain subjects....
