Here's a small mod which will grant to any Tribune of Soldiers title owner the right to be appointed as Legate.

Be aware that it's a simple quickly done mod, allowing you to appoint any 18 years plus character as a head of an army, by granting him the Tribune of Soldiers title before (the title ToS will be removed when the character becomes Legate).

This is a first fast small fix from an intended larger general EURVV mod (including a Cursus Honorum mod), and is compatible with any mod which is not modifying the titles.txt file.

In the future, the right to be appointed as Legate will require holding the title Tribune of Soldiers for a full term (10 years), or being former Praetors or Consuls.

Very ambitious project to include a cursus honorum, I'm looking forward to it. I tried for a while to get one myself, but grew lazy :p

One question, though: while modding this for myself, I thought of a potential issue in that there might not be enough characters to go around. Have you thought of a way around this? One idea I had was to force characters into a 'political retirement' where an event would fire that would make them 'die' (representing that character simply not being interested in politics any more), thus forcing more new blood into the character pool.

Just some thoughts.
 
I made a number of modifications that did something similar as well some other things, I'll post it later and your welcome to take any ideas from it, having a more realistic titles system is an absolute must in my opinion.
 
My personal mod

My personal mod feel free to take anything from it. The community needs to make a GREAT titles mod it would add so much flavour to VV.

Changes:
Roman tech offices now have more historical age requirements.

Human Roman republic now has more historical requirements for the titles
ruler, commander and governer.

Human non-roman republics now have requirements for the title of governer.

Relgious_tech(Ponitifex maximus) human characters now need to be pontifex first.

Plebian aedile renamed to festival aedile and now has a term limit.

Augurs replaced with praetor peregrinus for Rome removed for others, Praetor peregrinus like vanilla praetor except can command armies, has term limit.

Tribune of the soldiers and tribune of treasury removed for Rome and renamed for other republics, now act as stepping stone to higher office:
Tribune of the soldiers = Commander
Tribune of the treasury = Governer.

Notes:
Ideally praetor peregrinus wounld not have required the removal of the title of augur but this actually had a bonus in that it means players must be more careful with title choices.
