Trouble with tours

Description​

Two things I just encountered while on tour. The son of a noble that is not in my realm was being accused of a crime worthy of death. The game still treats him like a peasant. Plus, why was he in my realm? Also, I got the choking event on the same person at the same tour dinner twice. Plus I already had a best friend, so now I have 2.

Steps to reproduce​

Tour intent Justice. Character for a peasant justice event could be foreign noble. Dinner event, choking, could pull same character twice.
