Trying to Add Custom Culture

I want to add a custom culture into this mod for my own personal use. Are there any easy to understand and use tutorials I can turn to for help ?.

I'm pretty clueless when it comes to these sorts of things.

Why post here instead of looking in the entire user mod section? The process will be identical and is detailed many times in the main section as well as on the modding part of the wiki
