Playing a map and using 25 tiles on xbox series x, have neighbouring areas unlocked but cant’t select the one i want to unlock next , can choose others but won’t go to tile i want , is this how its supposed to be or am i foing something wrong

You're probably trying to unlock a tile outside of the central 25 tile area. Maps are 9x9 tiles, but only the central 5x5 tiles are actually playable, the others are meant to work as background views. The 81 tiles mod on PC has to do quite a lot of work to make the other tiles useable.
