Infantry division - cost 20 manpower to build
Infantry division - cost 10 manpower to build, starts at 50% strength
Would it be possible to have this sort of setup?
A lot of countries had differing division sizes. Plus all sorts of reorganizations and reshufflings and partial mobilizations.
So wouldn't having an identical unit but half-strength be a good way to replicate this?
For instance, every Soviet infantry division gets built at same size as German, but they were actually at 70% or less of their war footing in June '41.
Pretty sure much the same could be extended to Polish, French, UK, US troops - comparing standing strength versus fully mobilized.
Would also replicate instances of units spending some time behind the lines building up and training.
(Thinking mostly US/Germany here)
Or being rushed into combat ASAP. Later on being dubbed Guards units if they build up some XP and survive.
(Thinking you can guess which country i'm mentioning here).

But it would also extend to late war for Germany, or Italy's binary divisions, Japans quadrangle divisions, etc.
Cover a lot of strange situations with a set of parallel same stat but different start strength units.
In fact of course i think this might be an interesting to extend to other land+air units but for now just wondering if this idea resembles a lead balloon or not.
