Under "Set up a better visitation service"
I have issues completing these 2 criteria, I have installed tons of telephones at all my Yards (2 yards only) it still showed on 90% completed. And for work in mail room, i'm stuck with 66%. With only 2 available slots for the prisoners, I had already assigned both yet still unable to complete it.
Without completing these 2 criteria, i am unable to progress to next stage.
Anyone can help?
- Add telephones to all Yards
- Assign prisoners to work in the mail room
