Unable to take decision "Dismantle German Pretenders"

Description​

While doing a Roman Empire run I wanted to complete the "Dismantle German/Greek Pretenders" decisions. I dismantled the byzantines first and that went fine without any issues, the event triggered and the war started. When I went to dismantle the HRE however, the event triggered but no war started. The decision also disappeared from my decisions tab as I had now "completed" it.

Steps to reproduce​

1. Take over Italy and Lotharingia (complete the requirements for dismantling the german pretenders)
2. Form the Roman Empire
3. Take the decision
4. ???
