Unclear message on why I have no world market access

Description​

See the steps to repro. In the window for a trade centre there is a message that can pop up telling me I don't have a trade centre. I didn't even turn the gaslights on in the urban centre!

Steps to reproduce​

1. As Transvaal, build a trade centre and subsidize it so it becomes fully staffed.
2. In the buildings tab of the capital state, click on the trade centre.
3. Hover over the greyed-out box for "world market".

Expected: some message explaining the situation.

Actual: a message telling me I don't have a trade centre. Which is clearly incorrect.
