Some of my insane inmates like to collect clean uniforms from several cells and drop them in the shower. This (I think) is intentional. However, my janitors then don't put the uniforms back where they belong, but ignore them entirely. This (without intervention) leads to a shortage of clean uniforms and consequently angry prisoners.
