I have units of air, naval and ground that have very low max org or strength. In one of my air groups, I have 2 Int of max strength ~50-60 and 2 of the same version/type/level with max ~30. I've seen the same with naval units and ground units. I've restarted a few times but it's still there. Is this a bug or is it expected behavior because the newer unit was made after a technology research boosted his max while the older one doesn't get the boost?

Some units are pre-set with that maximum strength. Like some Italian infantry divisions, to represent their smaller nature.
 
You submarines will have very low org. This is to represent the hit and run nature of their combat. You naval units will also have lower org than vanilla to keep combat short.
