Shut off all my mods.

Built a brand new dome, and put in 1 Univ & 1 Apartments.

Set dome filters to no children & prefer non specialists.

Let time run, and both specialists and non specialists were filling up the University slots.

The only way to stop it, is by not allowing specialists in that dome, but I didn't want to have to do that.

What could be causing this issue?
 
You don't have enough houses in other domes so extra specialists go live where they can and finish in your university as it's the only job place in their new dome.
Or you extra specialists stay in the university after being formed cause you don't reject them after their education.

Either way better is to make a dome prioritizing children only, schooling them (school + university) then rejecting specialists at the end of the process (by prioritizing specialists in other domes in conjunction). Unspecialised people don't have to be prefered to come, its dangerous cause it will make all your non specialists coming from all your other domes and turn them to specialists when you definitely need non specialists in basic services anyway (groceries/restaurants/bars/....)
