Now it turns out that your useful scientist is the first candidate to be elected as ruler of your empire and unless you spend a lot of unity (better to give up if it is a democracy) your scientist will now be a prisoner in a position where you will not be able to use him anymore in exchange for sorrows nothing. Or perhaps it is not a scientist and instead it is your best admiral or that official who guarantees the productivity of your main sector. If you identify with any of this, perhaps this is the solution you needed. Make the rulers of the empires usable in their respective functions. This will ensure that these leaders can continue to be useful to your empire and they can continue generating experience thanks to their other tasks, so it will be less common for your other leaders to surpass them in level. The Khan is a leader present in his fleet who can die in battle so I don't see why leaders of regular empires couldn't function the same way. On the other hand, it always seemed a little silly to me that the ruler of the empire does not rule the capital planet at the beginning of the game, i mean, why would he have someone else do his job? he has no more things to do those to take care of than their own planet. As a final detail, I emphasize the diametric difference between subscription between democracies and empires. In the first you can barely do anything to prevent one of your best leaders from ending up stuck in the position of government, while in the case of empires, the heirs are leaders who do not consume quotas or units, and you know beforehand that this leader will end up in that position, so you can prepare him in advance for that purpose.
