Description - I turned off all the Outliner selections that were showing (e.g. Armies, Planets, Civilians, etc.) via the config cog icon when debugging missing observation posts (subsequently realized they were gone because I put them in sectors). However, Once everything is off it was not possible to bring the Outliner back, because the whole panel disappeared/hid when empty it seems. Subsequent pressing of "O" key or Outliner icon on the far right causes a blinking animation, suggesting the panel was coming back, but then it disappeared again because it was empty. As a result I am unable to click the cog icon to re-config the Outliner. Unfortunately since this is Ironman, I cannot load a previous save and continue playing. I may have to abandon or suspend this game because it is difficult to play without the Outliner, as much of the information is not collected or accessible elsewhere (e.g. armies and fleets)

Update

It turns out the Outliner setting is global, as I started a new game and it was still missing. However, that got me thinking, and I found the "settings.txt" file under Documents\Paradox Interactive\Stellaris\, which can be edited to bring back the Outliner. Specifically, one needs to remove "disabled=yes" lines in Outliner section, e.g. see below for disabled planet Outliner. Nevertheless, I do think the Outliner should not be un-configurable when nothing is in it. An empty Outliner, when not hidden manually, should still show the title bar with the cog icon.
