Sometimes I see a new race somewhere around my borders but never receive the first contact pop up where we introduce eachother.

did you get a special project to 'Investigate [name] Aliens'? You need to finish this project first to establish communications with aliens in order do get first contact message.

I don't think I received that, but it's been a while since it happened. So far all the other empires did introduce themselves or showed up after investigating them. I'll let you know if it happens again.

It happened again. I met a race which was in an alliance with 2 other races, and those 2 just popped onto the map without an introduction.

Is it supposed to work like that?
