Step to reproduce :
1) Ally with AI
2) Wait for AI to propose a declaration of war
3) Vote no because the AI is being selfish, wishing to claim four planets for itself but offering nothing to you
4) A second will pass and the same proposal will show up
I'll note that the Allied AI in my case are Federation Builders.
Expected result :
The AI should try again with war goals more favourable to other members of the alliance (any that voted no).
Take a break and wait a couple of years if the proposals are voted down even when made more favourable.
EDIT: OK, it does take the hint and stop sending the proposal after a number of failed a attempts. A far larger amount than you'd expect though and still, it should try a proposal that isn't completely selfish.
