Please explain the issue you experienced in the most condensed way possible
Launcher launches fine, then I click on play and get this message: 'Launching the game failed. Please verify the integrity of your game files. If you are using windows, you may also need to install Visual C++ Redistributable and .NET Framework'

I have verified the game files and installed .NET Framework. Visual C++ was already on the computer.

Please explain how to reproduce the issue
Run Victoria 3 on: Windows 10, AMD Phenom II x4 965 processor, with 8 gb physical memory

Is there anything else you think could help us identify/replicate the issue?
Not sure. I've never had problems with Paradox games in the past. My computer is not high-end, but it certainly isn't terrible either.

Does skipping the launcher work for you?
Right click Victoria in Steam > Manage > Browse Local Files > Binaries folder > double click victoria3.exe
 
Darn it, I had high hopes!
I know you mentioned you had C++ already but can you please reinstall it and make sure you pick the most recent version?

I'm also curious which .Net framework you've got installed.

Let's see if I rephrase it:

The framework I installed was 4.8

I have installed C++ again, but still nothing.
 
I have the same error. How can I check if I have the C++ and which .NET I have?

Edited to add: I think I have Microsoft.NET.

Hello! I have the same issue. I reinstalled C++ redistribuable (now I have several versions installed), I tried reinstalling Microsoft . NET but it said I had it already, and the game still doesn't launch...
 
That's a good question. I have no idea, just reinstalled it, so that gave me some insights.
Hey I have some bad news the amd phenom ii x4 965 processor does not have AVX support which is required according to the Vic3 Steam store page. I think you are out of luck.

Right click Victoria in Steam > Manage > Browse Local Files > Binaries folder > double click victoria3.exe
that gave me dgbhelp.dll error. I renamed it and it worked. I played the game about 3 hours without any crash.
After renaming that file I can open the game via steam/pdx launcher.

Same here didn't look at the system req. well whatever i will refund the game then. I am a bit sad was really looking forward to this game.

So I read all these things about AVX being the possible culprit, but I haven't read a response from Paradox about this issue yet. I'm unable to find out whether my CPU supports it or not. I'd be interested to hear your view on this.
 
Found this on a couple other sites, and it worked for me to fix the error :) (I also have an older computer still running Windows 7 too)

Go to (by default) - C:\Windows\SysWOW64. From there, copy the dbghelp.dll file. Then paste it into Steam/steamapps/common/Victoria 3/binaries. Then launch as normal.
