Tutorial windows tank FPS hard while they're open (Steam Deck using external monitor)

Please explain the issue you experienced in the most condensed way possible
See title.
FPS goes from ~50 to ~10, even when paused, just by having a tutorial window open. (The ones where it says "click on <thing>", has a next button, etc)
Mostly just annoying, but also causes a VERY long (several seconds) delay when trying to hover keywords to bring up tooltips (which are extremely important for a tutorial).
FPS returns to normal when the tutorial window is closed.

Please explain how to reproduce the issue
Start new game with Learn the Game option, choose Sweden, zoom out to simplify map and raise FPS, follow tutorial prompts, watch FPS nosedive.

Is there anything else you think could help us identify/replicate the issue?
The Deck fan doesn't seem to spin up amid the lag, suggesting the hardware isn't actually being taxed. (For reference, the fan DOES spin up when, say, running the game on speed 5 under normal circumstances.)
Graphics options were: 1920x1080 res, Low graphics preset, VSync on.
I personally suspect the shiny golden outlines/sheens highlighting buttons may be related, but just a hunch.
