Bishop is Papal Controller

I had a game as King of Crotia and as I was browsing for perspective brides I noticed that a Bishop was the Papal Controller.

I dunno if this is a bug or not but I found it odd enough to post it.

What can the papal controler do?
I've become it one or two times but I don't see any use for the title

This could happen and is WAD.

Look at the Papal Controller as the character having the most influence on the Pope
