I think I heard/read somewhere that the Russkies had an extra 50% cost tacked onto their upgrades, and that's what was making SOV abnormally weak. Is there a fix for that?

The extra upgrade cost is from the Slider positions, particularilly the Professional Army one. Theere really isn't any way to compensate for this other than resetting the Sliders. We may eventually do this, but right now we haven't exhausted our other tricks to improve SOV performance so at this point we are sticking with those settings. But if you want harder challenge as GER I'd suggest giving the SOV +2 Professional Army at game start and possiblly increasing Defense Lobby and Interventionism as well. this isn't tested, so it might result in some unforeseen situations...

my experiences with my first soviet campaign (dd 1,3a, core 0.31, n/n) are quite interesting:

- playing a close to historical campaign and knowing whats coming in 41 it is still tough going until the first winter (when the gearing up events give back some of the org/moral)
- especially after the peace time modifier is gone the soviets need to import huge quantities of energy and rares (like 200 and 100 respectively). that seems strange
- up until summer 42 i have never once seen an axis bomber over russia and only3-4 times interceptors
- as started to roll back the german troops without too much problems starting in may 42 i experienced a CTD and decided to load up the game from a german perspective. lo and behold they were suffering a whopping 83% ic penalty due to lack of rares. all other axis members were also hampered (e.g. hungary had 4 ic available).
- the luftwaffe consisted of 20 interceptors (maybe a bit much but ok), 3 cas and 4 tac (thats far too few), 2 strategic bomber and 1 transport (without them having a single paratrooper). sounds like some readjustment of the build priorities are in order

I can understand the Soviets being short of rares. A fair amount of the Lend-lease shipments were various strategic materials.
 
Actually, if you read, it was the Axis who were short of Rares in the game mentioned above. This is pretty accurate, in many ways - Germany can usually just about get by with the help of the Buna plant events, but it will have no spare Rares to trade to Italy or the Balkan powers, whose economies will therefore be rather crushed after some time at war. 83% drop in IC, however, is way OTT - trouble is, who knows what the AI has been doing with the Rares it did have - sometimes, it seems to delight in trading them away for supplies (say) :(

The USSR will be rather short of some raw materials if it loses the Don basin, since a lot of the heavy industry (steel and coal) is concentrated here. Otherwise, it should be relatively self sufficient pre-war - you should certainly have some Oil to trade away in the 1930s for other items.

well, In my campaign as SU i was short of rares, too. Don't know if that reflects reality (as compared to say the vanilla set up), but certainly the shortage of energy seems weird. And i did not loose the Donbass, since I could stem the tide west of the Dnjepr.

Can you teach the AI to not trade away rares?

Wouldn't that make the AI not trade rares to you?

I also have a question about the Soviet Union.

I'm in February '37 and I just noticed that because the USSR has "Semi-Industrial Economy" I won't be able to research any more than the first electronics and radar technologies, and only Light Industry and Small Arms Assembly Line techs. This means that most aircraft won't be allowed, nor will some rocket technologies, and possibly others that I haven't noticed. Yet the Soviets did build turbojet interceptors, fighters and bombers after the war. Will there be some event later that switches me from "Semi-Industrial" to "Industrial" economy?
 
No - you will never progress to the "Industrial" tech level. However, you do in fact get access to all the things you mention, just at a later stage than if you were Industrial. I forget the details offhand, but I am sure Baylox (who wrote the tech tree for Industry) could tell you in precise detail, if needs be.
