How do I make Westeros without Aegon? I understand that you need a kingdom big 500 titles and 4 kingdoms but HOW do you create King's Landing? I have to build Castles and Cities and Temples in Blackwater bay?

You can't build King's Landing unless you are Aegon during the War of Conquest

You could make Blackwater Bay your capital province and build the same holdings as King's Landing and rename everything associated with Blackwater Bay to
King's Landing.
They wouldn't get the unique buildings that Aegon gets with his decisions

You don't need King's Landing in order to create Westeros if that is your question, you only need King's Landing if it actually exists.

Actually! I made kings Landing by having the "Dragon Rider" trait, i decided to make a Character give him one of those Singular Lord lands who dont have a Ruler (those that show as Pink when you bring up rulers and independent lords) Declared a Dragon Conquest of the other In dependant's And then set my sights on the Iron Island's Kingdom, I also declared war on Westeros as well I managed to Crush Balerion With my Dragon Jadefyre. (since when you give yourself dragon Rider you can pick your dragons size) I took out the iron Island before turning the troops i had gained from it towards Westeros. Took that, and the Rock, then i got the chance to make kingslanding came up, it gave me 6 City's/castle/Temple in Blackwater and it renamed itself, so its less to do with Aegon and more to do with the Dragon rider trait and dragon conquest.
Then the Scripted Events of Who to take next came up, took the vale Reach North and Dorne.

Yes, after the first Improvement be it a Castle or a city you get the goldcloaks
