Wet Nurse age requirement seems to be inverted

Description​

The tooltip for Wet Nurse says 'at least 45 years old' but all I can select and get via the search for wet nurse are characters younger than 45. When I had a 46 appointed to the position via a royal court decision she got booted from the position right away.
So either the tooltip is wrong or the underlying age requirement is wrong.

Steps to reproduce​

Try to appoint a wet nurse.

I think it's just the wording. The mechanic is as intended

Yes it should be worded as "at most 45"
