I'm trying to figure how the gearing system works when factoring in the gearing_efficiency and the gearing_limit numbers. Is having a lower gearing limit actually better or worse. I'm asking because I tweaked my in-game gearing numbers and many of my province improvements are not progressing at all even though I have an abundance of resources. And what's worse, the projected completion date for most is actually six months earlier. So I'm not sure if my production queue is bugged out and I should just cancel the construction order and restart it.
