Can I change the council title for tiers (if I am a king, my chancellor is called chancellor, and if I am a emperor, my chancellor is called great chancellor)?
Are there any keys like job_chancellor_king or job_chancellor_emperpr?

None such keys in the game use tiers, only government prefixes and culture/religion (groups). You can try if they work, but I suspect you'll have to use customizable localisation.
