I haven't been able to find an answer to this. I know this has to do with a mod that adds extra events, but was wondering if anyone knows which one? It repeatedly generates 44 blank popups and one "Curator Station Destroyed" popup.

That's a "standard" problem with many outdated mods, usually caused by changes in the coding language, or from using effects and commands that no longer exist. As far as I know, just about any mod that does any custom scripting could potentially cause it, doesn't necessarily need to be an event mod.

You can use the console command debugtooltip and hover over the okay button to potentially get some information on the mod that might be causing it from the naming conventions used.
