This scripted trigger is called in a lot of places, but is never defined. Is it hardcoded?

It's not defined as a scripted_trigger but instead indirectly modable as a rule in the game_rules for some reason.
There's is_criminal_syndicate_rule in the game rules, with the comment # Checked by is_criminal_syndicate trigger so it should be a trigger.
