Not true in any sense of the word. ;)

I.3B is an AI update not a patch it can be found here.

Which is a sticky thread in the General HOI2 forum. ;) So not so hard to find. :)

There was a hot fix fror 1.3 and when it was combined with 1.3 it became 1.3A.
But 1.3B it totally different.
