White Screen at Main Menu

So when I launch from the Paradox Launcher, If I click "play" which takes you to the main menu I get a blank white screen, but I can still hear music and the ambiance, If I click resume my save (from the Paradox Launch Menu) since this happened mid play-through, The game loads, I just have no UI, and no it's not Ctrl+F9 either. I've tried using "-opengl" in Launch Options. In my 470 hours of game-play this has never happened to me. I have launched with/without mods, reinstalled the game, verified files, tried launching in windowed and full-screen. What's Interesting is when i'm at the main menu, with the white screen, if I click CTRL+F9 the screen will go black, click it again and it goes white. I have also updated my Graphics drivers. I have also tried streaming the game from my MacBook Pro just to see if anything was different, same result.

Processor Intel(R) Core(TM) i7-3930K CPU @ 3.20GHz 3.20 GHz
Installed RAM 64.0 GB
System type 64-bit operating system, x64-based processor
NVIDIA GeForce GTX 980 Ti
Windows 10 Pro

This user found the "Improved Space Battles [Graphics]" Mod was causing this.

Got the same issue, a white screen with the background ambience doing its things.
Disabled all the mods and DLCs
Ctrl+F9
Reinstalled the game
verified cache
Change windowed to fullscreen, fullscreen to windowed.
Nothing works.

I know one of the mods may have fricked the game UI and it might came from the scale but yet I can't find the text file to see if the UI is still at 1.

In 4591 hours of the game, this never happened and this laptop is brand new, 2 months old.

So in short precisely the same issues as the post above.

Deleted the text file and it worked
