Malthusian thought, causes a -50% increase in colonial migration. Bug? Other wise why research it?

So, based on what Malthus really wrote about, and how a POSITIVE increase in colonial migration would be a benefit, (And how do you have a negative "increase"? Is that just a translation issue? Seems like you would use the word "decrease".) that players would actually want, maybe these is a bug and not what was intended and should be reversed?

True, but although the example was for the culture tech tree, it applies equally to the commerce tech tree. These days I trade with the UK for, for exampe, Business Regulations. It unlocks the other more advanced commerce techs without me having to acquire State & Government in the culture tree, with all it's nasty side effects regarding negative random events.Memnon said:All true, but remember, you can't trade culture techs anymore![]()
