Hi all,

I have not played EU4 for ~2 years. The game used to be able to run well on this same laptop and windows 8.1
Now I can not start EU4 any more. The problem is this:
When I start the game from Steam, I do not reach the launcher. Although my task manager states that Paradox Launcher is running, there is nothing happening.
Two times a few days ago I succeeded in reaching the launcher. But when I tried to hit play in the launcher, it told me I still could not run. Even though I had no mods enabled. I then deleted every mod not on the latest patch and tried again, I got the same message I could not run the game.
The last days I have not even been able to reach the launcher.

The stickied thread here suggested that when the game has never run the problem could be missing Microsoft modules. I thought this could be the problem since I did a soft reset of my laptop. Since this soft reset the games has never run. The thread listed the following four links:

The first two links do not seem to be working links
The third link I did install both the x64 and x86 files, but both did not finish the install. I think because I have already installed both.
I installed the one from the fourth link and did the dxsetup.exe second part of the install.

I still could not reach the launcher after doing this.

I do not know whether the problem is with my laptop, with steam or the game. It might be a laptop/steam problem, because there are more games that have similar problems.
All of the following games I was able to play before I did a soft reset of my laptop. For some games this is over 2 years ago since I last played them.
These games have similar problems to eu4 (not starting properly): cities skylines ; This war of mine ; The political process ; Frostpunk
The following games are working properly like they always have: spelunky ; Papers please ; Undertale ; The messenger

I am sorry this post is so long, I tried giving as much information as possible.
I also listed my DxDiag file. It is in dutch, if this is a problem I can try doing it in English.

If the launcher doesn't run, none of what you tried will help as they are for game-won't-start problems. To test that, run eu4.exe directly from File Explorer.

However I think your problem is that your Windows 8.1 has had no major updates applied since 2013! Our games and launcher are only ever tested in Windows that is fully patched up. Your AMD video driver is equally old, so the same applies there.

Were you are all thinking of going to Windows 10 or 11? If so now might be a great time to make that jump!

I am thinking about buying a new pc/laptop (probably with Windows 11) but at this point I do not have that.
If I am correct it is not possible to upgrade win 8 --> 10/11 for free? On the laptop I have right now I mean.
So can I update my windows 8.1 to the appropiate patch to launch the game?
Or is this the end of the road because of the old windows and old AMD video driver.

That DLL is part of Visual C++ so you are still missing some of those.

In the Windows Control Panel uninstall ALL instances of VC++ 2010 AND 2015/17/19/22. There may be several of each.

Then:

And run the x86 and x64 installers there.

And run the x86 and x64 installers there.

And run the x86 and x64 installers there.

THEn reboot. That really should do it!
 
I tried deleting all of the Microsoft Visual C++ [year] programs. There were 13, I managed to delete 9 of them, all with years between 2005 and 2012.
There were four I can not delete. The two from 2012 11.0.50727.1 (x64 and x86) and the two 2015-2019 (x64 and x86).

Every time I try and delete those the de-installation process says 'Processing: Initializing...' and nothing happens, the loading bar does not move.

How do I delete those four?
Is it necessarry to delete them before moving on to the next steps you list?
 
There was no need to delete any except the two exact versions I mentioned!

in any case you clearly have a Windows problem here. You can try this repair tool

I tried doing the DISM one and it got an error. When I go straight to sfc/scannow it says there are no integrity violations.
I will ask on the microsoft forums. At least I know for sure it is a windows problem now.
