Windows 7 - Fatal Error Could Not Initialize Video

I am getting this error everytime I open the game.

"Fatal Error Could Not Initialize Video"

I have tested every suggestion I could find (all together and combined):
- Color depth set at 16 bit
- Resolution set to 1024x768
- Tested with external monitor
- Renamed avi folder
- Tested in EVERY Windows compatibility mode

I have Hearts of Iron II: Complete.

I have Windows 7 64 bits, Core 2 Duo T9400, 4GB RAM, ATI Mobility Radeon HD 3670 with WHQL drivers and updated system (also tested Direct X diags).

Is there any chance to play at this awesome game in Windows 7?

I always renamed the folder named "movie". Is that what you mean by renaming the avi folder. Other than that, I don't know. I haven't played HOI2 in years.
