Hello. I have noticed that the amount of Winged Hussars that are available to a country is not based on accepted culture development but based on total stated development regardless of culture. If someone could look into this that would be superb. I'd also like to know if unstated accepted culture provinces' development would also count toward the Winged Hussar cap because currently it does not. Thanks!
