Work areas?

Hi All,
I'm currently playing the Xbox One version of CS and need a little help plz.
I have large Farming, Ore & Oil Industries on my latest map but when trying to create an Office area and an Organic and local produce area nothing happens!!??, I have selected the areas but nothing!?, can someone shed some light as why this is happening plz, my current population is 15,311, cheers,

Have you painted a district then picked the correct specialisation?
