It's not actually a "bug" per se, I've written a bit about it here if you want some background:Despite that what you describe is obviously a bug (the 20/40 difference), are you sure that the larger issue (more pops than productive jobs) is really stemming from ahistorical population levels? I mean, are they really ahistorical? There were about 2B people in 1936. I believe that in-game the numbers don't get, like, many times higher (and if they are somewhat higher in a world where a major country is controlled by an expert player, this isn't that unexpected).
It's pretty weird though and pop growth will get another balance pass, but it's the same in 1.3 as in 1.2.
